I've added the level filter as suggested in this thread, checked my output settings, and still get no improvement. I have been struggling with the same problem (NTSC). Remove the filter (I'm using Levels without changing the settings) and the title looks awful again.

The default Titler font doesn't have Cyrillic support. PPro has no problem accepting Cyrillic in its Titler. Nothing fancy, just whatever's in the Control Panel (well, I've added phonetic keyboard driver).
